Arsenal have agreed a deal to sign Denis Suarez but Barcelona have refused to give the green light for the deal to be completed, according to Spanish football expert, Guillem Balague.
Unai Emery is keen to add to his squad this month as he looks to stay in touch in the race for Champions League football.
But funds are tight at the Emirates and Emery revealed earlier this month that any incomings would likely be loan deals.
Arsenal have been chasing Suarez and are keen to bring him in on a temporary basis.
And after weeks of negotiations, Balague believes the two clubs have reached an agreement.
“On Denis Suarez,†he tweeted.
“Arsenal agree to loan him for €2-3m and €20-25 in the summer for a permanent.
“It’s what Denis wants.
“But FCB not giving the green light yet (to use him in Cup?)â€
Barcelona booked their place in the Copa Del Rey quarter-finals last night with a win over Levante.
The draw for the next round takes place this afternoon and the Catalan side may be delaying the transfer so Suarez can take part.
The first leg will take place next Thursday, with the return match on January 30.
Suarez is seen as a long-term successor to Aaron Ramsey who is set to join Juventus on a free transfer.
And Balague has revealed Emery will be given licence to splash out in the summer.
“Arsenal spent a lot of money in the summer,†he told the Guillem Balague Transfer Show.
“They spent a lot of money in the previous window in the winter transfer market with Aubameyang.
“And they spent a lot of money on three players especially in terms of wages - Aubameyang, Ozil and (Henrikh) Mkhitaryan.
“So the conditions were clear for this one that they have to just try to fill the holes.
“Two holes mostly - and not a centre-back hole unless a bargain appears in the market.
“The good news for Arsenal fans is in the summer there will be money.â€
