Postsmania General / Cbn To Introduce Tougher Capital Requirements For Banks by brainchild100a: 09:09 am On 1 Jan 2019

The Central Bank of Nigeria (CBN) said it will
introduce new capital requirements for banks in the
second quarter of 2019, a move that threatens to heap
pressure on lenders already weighed down by bad
loans.
Mr Godwin Emefiele answering questions during his
screening by the Senate for Central Bank Governorship
in Abuja on Wednesday
The apex bank told Bloomberg, yesterday, that the new
requirements will be stricter in terms of what funding
qualifies as capital and will also require lenders to
create “capital conservation” and “counter-cyclical”
buffers.
According to CBN, the rule seeks to protect the nation’s
banks “against shocks emanating locally and from
abroad” by increasing the level of regulatory capital and
the quality of the assets.
With the introduction of the new rule, the regulator
seems to be aligning itself with a global accord known
as Basel III, three years after a contraction in Nigeria’s
economy spurred delay of implementation of tougher
capital rules. It also comes after policy makers in 2013
spurned some requirements drawn up by the Basel
Committee on Banking Supervision.
Last year, banks were compelled to migrate to a new
accounting standard known as IFRS 9 to improve
disclosure by forcing lenders to provide for existing
losses as well as those that might occur in the future.
While the average capital-adequacy ratio for the
industry rose to 12.1 percent in June from 10.2 percent
at the end of 2017, some banks said the transition
shaved as much as 200 basis points off their capital
bases.
Nigerian banks are struggling to contend with non-
performing loans equal to 12.5 percent of total credit.
While these have improved from almost 15 percent in
2017, many small- to medium-sized banks are battling
to raise capital, leading to a takeover deal of Diamond
Bank Plc by Access Bank Plc.
CBN said it plans to “apply a leverage ratio to
supplement existing capital ratios” for lenders as well
as “additional loss-absorbency requirements for
domestic-systemically important banks”.
The apex bank further stated: “Country and cross-
border risk guidelines are being developed for the
assessment of risks arising from across border
operations of Nigerian banks.”
Return unfit notes to CBN branches
In another development, the CBN said that members
of the public should return unfit naira notes to banks or
any of its branches for fit notes.
It however warned the nation’s banks against
recirculation of unfit bank notes, saying that it would
impose penalties on any bank that re-circulates unfit
bank notes.
The CBN disclosed this in the Banknotes guidelines
issued yesterday alongside Clean Notes Policy. The
documents were signed by Deputy Governor
Operations, CBN, Folashodun Shonubi and Director
Currency Operations Department Mrs. Priscilla E. Eleje.
Among other things, the guidelines describe fit and
unfit bank notes as well as stipulate Quality Standard
for Nigerian bank notes.
The guidelines stated: “A banknote that is suitable for
continued circulation and is sufficiently clean to allow its
authenticity and value to be readily ascertained.
“A banknote that is unsuitable for further circulation
because of its physical condition, which may be soiled,
dirty, limp, worn out, defaced or has a hole that is
larger than 10 mm. Unfit notes should be returned to
DMBs or a branch of the CBN anywhere in Nigeria for
exchange.”
Explaining the purpose of the guidelines, the CBN
stated: “These guidelines provide the general public
with clear, acceptable criteria and standards for
determining the quality of banknotes in circulation.
“Fitness standards are developed for all denominations
of the banknote. These standards establish the desired
fitness criteria and parameters for the
Banknotes which provide a benchmark and reference
for evaluating banknotes in circulation. The fitness
criteria include: The durability and functionality of
security features on the notes; Banknotes structure and
durability; and Banknote quality i.e. printing and
appearance of the banknotes (soiling/ink wear) etc.”
The guidelines spell out the criteria for re-circulating a
bank note, saying, “A banknote is considered fit for
recirculation if it meets the following criteria:-Genuine,
not counterfeited; Has a defined and acceptable area
dimension; Free from holes, tear, tape or missing part,
folded portion, etc; Has uniform brightness and is not
heavily soiled; Free from excessive ink wear,
particularly in the portrait area; Free from defacing;
Correct denomination, serial number details, etc; The
series that has been approved for redistribution by the
Bank.
If one or more of these criteria are not met, a note can
be classified as unfit and unsuitable for recirculation.”
“To ensure that the banknotes in circulation are clean
and of good quality, DMBs shall ensure that they
process their banknotes using registered processing
companies and classify them into fit and unfit.
“Any counterfeit notes discovered are to be returned to
CBN. Only the banknotes which have been
authenticated (i.e. verified for counterfeit and free from
unfit notes according to CBN standard) will be issued
over the counter by banks or through their cash
dispensing machines. “Unfit banknotes shall not be re-
circulated by DMBs and CPCs. However, a penal
charge of N12,000 per box, or any amount determined
by the Management of the Bank, shall apply for the
deposit of unsorted banknotes. In addition, penalties
as may be determined by the Bank, shall apply for the
re-circulation of unfit banknotes.
“There are machines that accept, count or sort
banknotes automatically into fit, unfit, suspect or
counterfeit. Only cash processing machines which have
been duly configured, and approved by the Bank shall
be used by CPCs.
The following categories of machines must meet
specified standards set by the Bank and be adaptable
to the features of the existing banknotes and the basic
parameters set by the CBN from time to time. The Bank
shall ensure conformity to these standards: Desktop
sorting machines with authentication sensors; Banknote
validators; Medium speed note sorters; High speed
sorters; Automated Teller Machines (ATMs). The
processing equipment would be adapted and confirmed
by CBN to ensure uniformity and consistency with
defined parameters.
“The Bank shall ensure that the Automated Teller
Machines (ATMs) deployed by DMBs and other service
providers are configured to dispense and accept only
genuine banknotes in all denominations.
“The ATMs shall dispense notes that have been duly
checked for authenticity and fitness according to the
Bank’s standard and operators whose ATMs contravene
this provision shall be sanctioned according to section
20 of the CBN Act. Similarly, DMBs and service
providers whose ATMs receive or dispense counterfeits
or materials other than naira banknotes shall be liable
according to section 20(4) of CBN Act 2007.”
On steps to be taken by stakeholders in the currency
management system to ensure that notes in circulation
are of acceptable quality and standard, the CBN said:
“The quality of banknotes must be checked in the
course of withdrawal by all the major cash handlers.
“The DMBs and third party service providers are
advised to adhere strictly to the provisions of the
Guidelines as any violation would attract appropriate
sanctions.
“Fit banknotes should be re-circulated to the public,
while unfit banknotes are to be returned to CBN for
authentication and disposal. All banknote processing
machine parameters must be configured in line with the
quality criteria set by the Bank to ensure consistent
quality output.

Postsmania General / 2019: What Ganduje Discussed With Ndigbo In Kano by brainchild100a: 09:06 am On 1 Jan 2019
Governor of Kano State, Abdullahi Umar Ganduje, on
Thursday, met with the leadership of the Igbo
community in the state to discuss issues concerning
their relationship with the host community.
Speaking during the meeting, Ganduje harped on the
need to maintain peace the peace between Ndigbo and
their hosts ahead of the 2019 elections.
According to him, “Kano is great today not because of
the traditional public relation alone; Kano is great
because of the presence of so many ethnic nationalities
that have lived in Kano for centuries.
“So, we cannot play with the issue of peaceful co-
existence. Peaceful co-existence is very important;
because that is the building block upon which Kano
achieve its greatness in commerce, industrialization,
education, politics, and any other thing that we think is
good for the people of Kano state.
“United States of America is great because people from
all over the world settled in the United States of
America. They brought different cultures, they brought
different customs, they brought different traditions, and
they brought different skills, they brought different
strategies for national development.
“So, Kano too is great because of other ethic
nationalities who decided to be here. So, we appreciate
your contribution to the socio-economic development of
Kano. This is why we must do all we can to protect
everybody resident in Kano state.
“This is also why we abrogated the concept of non-
indigeneship. We always describe you as the indigenes
of Kano state, with primordial claim elsewhere in
Nigeria.”
Ganduje described Kano as one of the most peaceful
states in the federation, adding that his administration
has succeeded in tackling the menace of kidnapping,
cattle rustling as well as herdsmen/farmers’ clashes.
Speaking also, the Eze Ndigbo in Kano, His Royal
Highness, Igwe Boniface Ibekwe, said: “His
Excellency, Dr. Abdullahi Umar Ganduje has done so
well, not only for Ndigbo, but for other ethnic
nationalities in Kano. He is a bridge-builder who does
not discriminate in terms of ethnicity and religion.
“We are honored him today because of the good works
he has been doing and the effects of infrastructural
development we are witness here in Sabon Gari. He
belongs to us and the only way we can appreciate him
is to give him our full support so that he will continue to
touch the lives of our people positively.”

#GOOD_GIRL_BAD_GIRL “The Story Of A Runs Girl” – Episode 28
As September unfurled, all the plans in their
lives seemed to be happening the way they
wanted it. Plans were made for Omote’s mother to
join Tega in Canada, as she and Cheta were
expecting their first child. Omote and Roland had gotten a Visa for their
honeymoon trip to Laplaya Beach and Golf
resort, Naples, Florida. Their traditional wedding was three days
away. Omote had started becoming nervous. “Is everything ready for the big day?”
Isioma asked delightedly. “Yes.” Omote replied softly. They were in Roland’s large sitting room.
Isioma had left her house early that morning
with her son to go help Omote pack for the
village. “I have something for you.” Isioma said. Her son handed over a small portable box,
while she gave it to Omote. “This is from us to you.” she said in soft
whispers. Omote gently got the box and tried
to open it hastily. Little Roland helped her in
clicking the box open. Omote’s eyes widened as the sight of the
gold colour Indian wrapper caught her eyes.
She was amazed. “Aweeeeee…..Isioma, you gave me a
husband and then this?” she said in a quiet
and tremulous voice. Isioma stared at her with a beamed smile. Omote took a breath and squeezed her
hands, then held the wrapper. “This must
have cost you a lot.” she said, as she placed
the wrapper on her body. “Thank you.” she said in broken whispers,
and then stood to hug her friend tightly. “My son and I will be leaving for Florida
after your wedding. I will sell out the shop. I
am tired of this country. I really want to
spend special time with him in a brand new
place.” Isioma said boldly. “What a coincidence!” Omote exclaimed.
” That’s our honeymoon location! Roland
has a house in Florida and we will be staying
there after we leave Naples.” Omote said
excitedly. “You see? We were meant to be friends
forever.” Isioma said excitedly. The two
women laughed out loud in union and started
packing for the Village. : : The most memorable day of Omote and
Roland’s life came, and even the birds of
the air sang tremendously, until the canopies
were set and the DJ began to roll some
traditional music into the air. Invitees began to troop in with their cars. It
was one of the biggest traditional wedding
ever held in Omote’s village, and even the
villagers were marveled. Isioma was right beside Omote all the while,
while Roland was with his friends, father,
mother and uncle Akporo drinking palm wine
and eating roasted goat meat. Boisterous
laughter was heard from were they were
seated. There was joy and excitement in the air as a
black jeep drove into the compound. Tega stepped out with her protruded belly.
Omote screamed and ran towards her,
hugging her so passionately. “I thought you wouldn’t make it?” “I wanted to surprise you.” Tega said
softly. Her mother ran passed everyone and
hugged Tega so firmly. “Mama, I will be taking you along with me
after the traditional marriage.” She said
delightedly. “Who will take care of the goats and my
market?” “Ah mama, we can pay someone to do
that.” Omote said, as he hugged her sister
firmly again. She placed her face playfully on
Tega’s stomach. “It’s your Aunty’s big
day!” Everyone laughed as Tega began to hug
Isioma, Roland and then hailed the village
women in their native dialect. The Marriage ceremony started at about
6pm, and Omote could not wait to make her
first bridal dance to her husband. Marriage rites were conducted and Omote
was finally allowed to see the face of her
Roland. She danced out elegantly,
accompanied by Isioma and some young
maidens. Just then the fireworks began to rain
brilliantly from the sky. The arbor reflected
the colors, red, blue and gold, bright as day
one moment and dark again the next. Omote
had jumped when the first volley went off,
but Roland wrapped her in his arms. They whole village were marvelled, as they’ve
not seen something like that before. Roland suddenly swept her into his arms, as
they kissed so passionately. It was a kiss
that sealed their love forever. : THE END!!!

Postsmania General / In Kwara, The Boat Is Rocking by brainchild100a: 11:18 am On 1 Jan 2019
Dr.Bukola Saraki, the President of the Senate, is not a
candidate in the next governorship election in Kwara
State, but it is his election. This is one election that
would determine his future and that of the Saraki
dynasty. There are about 35 governorship candidates
vying for the election including Abdulrasaq
Abdurrahman, the candidate of the All Peoples
Congress, APC, and Rasak Atunwa, the candidate of
the People’s Democratic Party, PDP. Both men were
Saraki’s men in the days of old. Now it is only Atunwa
of the PDP that is Saraki’s man.
Saraki wants to go back to the Senate where the
current Governor, Abdulfataa Ahmed is also aiming to
go. Both of them are running on the platform of the
PDP. In the last general election, both Saraki and his
governor were candidate of the APC. Now national
politics and the drums of ambition has steered Saraki
and his henchmen into a different course. His old
comrades are now his dedicated opponents. The
outcome of the coming election would prove whether
Saraki has made the right choice.
Saraki is an inheritor of a vast political empire with
deep tap roots. His father, Dr Olusola Saraki, was a
medical doctor who made good friends during his
practice in Lagos. He became wealthy and decided to
go back home through the route of politics. It was a
fortuitous decision which was to have great impact on
millions of people and the careers of his descendants.
He was elected into the Constituent Assembly from
Ilorin, a city his father had adopted as his hometown.
Saraki’s father was from Abeokuta, who after many
years in Ivory Coast, returned to Nigeria and settled
among the Oyo of Ilorin. His son was destined to
dominate the city no other personage has ever done
since soldiers, loyal to Malam Alimi, A Fulani peripatetic
priest and medicine man, staged a coup against Afonja
in 1837, igniting a Civil War that ultimately led to the
collapse of Oyo Empire and the annexation of Ilorin into
the Sokoto Caliphate. Alimi was originally an associate
of Afonja, the Aare Ona-Kakanfo of Oyo Empire and the
most senior of military commander of the Alaafin.
By the time Saraki was elected into the Constituent
Assembly in 1978, Sokoto Caliphate had become
history, but its impact remain portent and its influence
pervasive. He believed that destiny had placed him at a
vantage point, to bring a reconciliation between the
Yoruba and the Fulani (and their mostly Yoruba soldiers
and commanders) who had met on the battle fields
during the 19th Century. He wanted to be President
and flaunted his Arabic name, Abubakar, in the North
and reminded the Yoruba of the West that he was
Olusola. However the conservative leader of the North
would not fully trust this new entrant. They elected
Alhaji Aliyu Shehu Shagari from Sokoto as the
presidential candidate of the National Party of Nigeria,
NPN.
I remember Saraki now as the Leader of the Senate
during the Second Republic. I was the National
Assembly correspondent for the National Concord and
everyone knew Saraki as one of the most powerful
senators. He was a humble man, accessible, simple
and never impatient. Unlike some of the big men of that
era, his constituents and any other person could see
him at any time and without any appointment. You
could accost him anywhere to ask questions. He never
seemed capable of losing his temper or to be in too
much of a hurry. His affection for people was genuine
as he radiated confidence and grace. His people
adopted him as their own. He was not a man who was
afraid of a good fight. Saraki, the father Kwara State
politics had arrived.
The1983 general elections was to provide him with the
opportunity to test his muscle. He had fallen out with
Governor Adamu Attah whom he helped to installed in
office in 1979 when General Olusegun Obasanjo
handed over power to elected civilian leaders. Attah
may have calculated that Saraki had no choice but to
remain loyal to the NPN, but he miscalculated. During
the governorship election, he led the posse against
Attah by backing the candidate of the opposition Unity
Party of Nigeria, UPN, Chief Cornelius Adebayo, a
former lecturer who was Saraki’s colleague in the
Senate. Adebayo won. Nobody dare take Saraki for
granted again.
When Major-General Muhammadu Buhari seized power
on December 31, 1983, Saraki was one of the scores of
politicians arrested. He was thrown into prison and
spent many months at Kirikiri in Lagos. He was
accused of collecting heavy bribes from contractors.
When General Ibrahim Babangida toppled Buhari in
1983, Saraki was one of those politicians freed. Though
he appeared before the Justice Samson Uwaifo panel,
he was never tried for his alleged malfeasance.
Saraki became close to the military boys and forged a
special relationship with General Sani Abacha who
seized power in November 1993 from the Interim
Government of Chief Ernest Shonekan. Then Abacha
died and Saraki again re-emerged as the dominant
political force in Kwara politics during the Transition to
Civil Rule programme of General Abdulsalami
Abubakar. He ensured the victory of his candidate,
Admiral Mohammed Lawal, former military governor of
Ogun State, as the helmsman of Kwara State.
My friend and old classmate at the University of Lagos,
the late Wale Oladepo, was Lawal’s Commissioner for
Information. I visited Oladepo in early 1983 and he
said his oga was facing a tough battle from his former
mentor. By this time, Lawal was struggling for his
political life. Saraki, one of the founding fathers of the
All Peoples Party, APP, had made a strategic move that
left Lawal gasping for breath. He left the APP for Lawal
and pitched his tent with the powerful People’s
Democratic Party, PDP, and got his son, Bukola
Saraki, former managing director of the ill-fated
Societe-General Bank, installed in the precinct of Aso-
Rock Presidential Villa. In his fight against Lawal, he
had recruited a powerful ally, Chief Olusegun
Obasanjo, President of the Republic. The rest is
history.
Now history is beckoning against to give its verdict.
Since the family defeated Lawal in the epic battle of
2003, politics as the family business has been
prospering. Bukola Saraki had spent eight years as the
Governor and after that retired into the Senate where
he clinched the coveted seat as the President in a
classical coup against his party, the APC. Leading the
charge against him now In Kwara is Alhaji Lai
Mohammed, the Minister of Information and Culture
who knew the potency of the Saraki sting. He once
contested for the governorship seat and was worsted by
the Saraki machine. Now is another chance.
But for the crisis in the APC which made Saraki to
retrace his steps back into the PDP, this election would
have be a no-contest for him. With the formation of the
APC, most of his old political foes were now in the
same camp with him. Lawal was dead and so were
General Abdulkareem Adisa and General Tunde
Idiagbon, former Chief of Staff Supreme Headquarters.
General Abdullahi Mohammed, former Chief of Staff to
President Obasanjo, seems to have retired from active
politics. Brigadier General Theophilous Bamigboye,
former military administrator of Osun State, seems not
to gather enough steam for his ambition to become the
governor of Kwara State. Then the national crisis in the
APC rocked the boat.
For 40 years, the Saraki dynasty has proven its mettle
in peace and crisis. It has weathered turbulent weather
and occasional calm. It has exercised power and
influence in an unprecedented manner. It has amassed
a fortune and built for itself a formidable political empire
envied by foes and friends alike. The coming
governorship election would prove whether the Saraki
Dynasty is staying the course or like the great Titanic, it
is on its last voyage.

Postsmania General / Pdp Accuses Buhari, Apc Of Renting Crowds At Rally, Blasts Oshiomhole by brainchild100a: 11:15 am On 1 Jan 2019

The PDP Presidential Campaign Organization (PPCO)
berates the factional National Chairman of the
APC, Adams Oshiomhole, for making derogatory
comments against PDP’s successful zonal Presidential
rally held in Owerri, Imo state, on Tuesday.
Oshiomhole is discomfited that the PDP
is taking back its traditional states, including Imo,
ahead of the general elections and that Nigerians and
Imolites are genuinely rallying behind our candidate,
Atiku, as well as our gubernatorial candidate, Emeka
Ihedioha.
We know how the Buhari Presidency has sunk low to
be paying money to people to attend his rallies; how
the Presidency and the APC are recruiting agents in
various parts of the country, through whom they conduit
renting fees ranging from N5,000 to N10,000 per head.
These agents transport the rented crowd, in buses and
trailers from neighboring states, to venues of President
Buhari’s rallies to give the impression of massive
support from the host state. Usually, the same
individuals are recycled in rallies across the country.
The agents also orchestrate stunts, including getting
people to climb on vehicles, rooftops, electric poles,
towers and masts, as well as blocking roads around the
venue and surging towards the podium, all to create an
impression of crowd overflow and a fake craving for
Buhari.
It has been established that over 50 % of people at any
President Buhari’s state rallies are made up of
apolitical persons rented from contiguous states. This
explains why the crowd at President Buhari’s rallies,
which having no affinity with his ambition, is always
unruly.
Already, ahead of President Buhari’s forthcoming rally
in Anambra, agents have been fully mobilized to rent
and transport crowd from Kogi, Edo and Delta to create
an impression that he enjoys massive support in the
state.
We ask; who is fooling who? President Buhari
should stop deceiving himself and know that the
masses, which he impoverished, will collect his money,
which is part of our common patrimony, and still vote
their candidate, Atiku, and defend their votes to the
very end.

Postsmania General / Card Readers Will No Longer Fail – Inec by brainchild100a: 11:12 am On 1 Jan 2019
The smart card reader will not fail as it did during the
2015 elections at some polling units, the INEC
Resident Electoral Commissioner (REC) in Cross River
State, Dr. Briyai Frankland, has said.
“Our smart card readers have been enhanced and
upgraded. We have tested them at Osun, Ekiti as well
as Anambra Central Senatorial District,” the REC said.
“In Anambra State, the failure rate was about 0.0%, in
Osun State, I did not hear of any smart card failure. In
our by election in Obudu, there was no smart card
failure. The reason is that at each polling unit, we have
technicians that fix these smart card readers in case of
any challenge,” he said.
“Results will be transmitted from the polling units
electronically and the result box will also be carried
physically by the collation officers. When the collation
officer comes with the physical result, it will be
confirmed with the electronic results in the presence of
the party agents and INEC staff.
“It is only when the physical result and the electronic
results correspond that it will be approved by the party
agents and the results will be accepted,” he added.

Postsmania General / Vandalism Energy Theft, Attack On Staff Top Eedc Challenges In 2018 by brainchild100a: 11:09 am On 1 Jan 2019
The Enugu Electricity Distribution Company, EEDC, on
Thursday released a review of its activities in the year
ended 2018, identifying vandalization of facilities,
energy theft, attack on members of staff as some of the
major challenges in the sector.
This was contained in a statement issued by the Head,
Communications, EEDC, Mr. Emeka Ezeh.
Ezeh, however, said the Disco recorded sterling
achievements and expressed appreciation to customers
“for their support, understanding and overall
partnership with the company in the course of the year,
despite the numerous challenges that adversely
impacted on the quality of service delivery to
customers.”
According to him, “some of the recurring challenges
which the company grappled with are: vandalism,
energy theft, accidental destruction of power facilities,
meter bypass, illegal connections and reconnections.
“Others include: non-payment of electricity bills, attack
on EEDC field officers and illegal tampering with
electrical installations which interfere with the network
and in most cases lead to destruction of electrical
facilities.
“Following series of engagements with customers,
EEDC identified areas of focus and mapped out
strategic plans to address them: such as upgrade of
some transformers and relieving overloaded ones;
installation of entirely new substations; overhauling
some weak networks for quality electricity supply.”
He added that “there are also plans to deload some
feeders and construct more injection substations to
boost electricity supply in identified locations within the
network.
“As a matter of fact, contract has been awarded for the
construction of a 7.5MVA Injection Substation at ABS,
Awka, which will cater for customers within ABS
environs, Okpuno, Enugu Agidi, Awka Urban, Zik
Avenue and parts of Nnamdi Azikiwe University, Awka.
“Also approved was the upgrade of Agu Awka Injection
Substation from 7.5MVA to 15MVA. Order has been
placed for the power transformer which is expected to
be delivered hopefully before the end of the month.
This will improve supply to customers at Agu Awka,
industrial Area, Amansea, Nkwere Awka, Ifite Awka,
Nnamdi Azikiwe University permanent site and its
environs.
“The management of the company has equally
engaged the services of some private contractors to
facilitate repair of faulty transformers, thereby
shortening the downtime periods experienced in the
network.”
Ezeh said that the asset registration and customer
enumeration exercise was still ongoing and appealed
for maximum cooperation with enumerators, as the
exercise was aimed at making EEDC more efficient in
providing quality service to customers.
“All these efforts cannot be effectively actualised
without the support and cooperation of our esteemed
customers.
“Improved electricity supply in the South East will
translate to improved business and socio-economic
activities; and to achieve this, EEDC is soliciting
continued support of her stakeholders and customers,”
Ezeh added.
